It will be fine without a fpr for now don't go towing it around until you get it on the rolling road. Then the tuner will have his wide band fitted and tell you what the fueling is doing. assuming you have a manual or electronic boost controller he will up the boost until the mixture starts to...

Did you check that it worked before you fitted the turbo. To me it looks like you have not off set the bracket. May be the problem is that the actuator is not back far enough and not holding the exhaust flap shut.
