first of all check if he has fixed the earth wire (negative) on the intake manifold (to the IACV bolt). If thats not fitted it wont start.. (Injector Negative line)

for one bar i would suggest a TD04. TD05 and GT28r are laggy for a 4efte at 1bar

cant say thats the issue. try changing your fuel filter if u havent changed it for a long time. also check the fuel filter at the fuel pump assembly as well. By the way how did you come to the conclusion that you're running a 5EFHE distributor? 5EFHE distributor wiring connector is different...
