Turbo engine out the factory usually flow very well (inside the head), but they restrict the inlet + exhaust side's for economy, cost, noise etc.
No point on doing headwork if the head is flowing no way near it's limit's, although some have polished the inlet and exhaust side's when uprating inlet + exhaust mani.

I don't see why you would want to do that. You'be be increasing the compression, meaning you'd have to run lower boost to prevent detonation. If anything, you want to put a thicker headgasket on, thus dropping compression and get the head ported and polished to increase flow rates.
