Flywheel dust cover

Basicaly i cant get the bolt out its spinning. So will i cut the dust plate along the lines or will i just run without it

You may find that the bolt has been overtightened and the threads have stripped. If you can jam some thing in behind the cover you may get enough force to remove it hopefully. Running a plate without that bolt may cause it to contact the flywheel tbh, the tolerances are not massive so contact can occur (even with all the bolts in).

I've see cars built without them but I'd always use the splashplate myself so can't comment on any issues caused. The obvious worry is that debris and water could enter the bell housing area and flywheel/clutch surfaces.
