hello what is a good rev position for cold and warm ? should it be around 1200 when cold then drop to around 900 ?

hello im having probs with mine , can i run with it disconnected ? will it harm my car in any way , is it only used for "cold starts" etc etc any input welcome thanks in advance sean

here is a pic of what i think my idle control valve is ? when i sent this pic to toyota they say it is listed as a "auxiliary air valve" I costs 140 pounds so i dont want to buy it if its the wrong part any advice would be great thanks in advance sean
