I had a similar problem when I got a so called 'tuner' to install my actuator simply because I didnt have a clue what to do either at the time.
I think he got a bit confused when we opened the box for the actuator, and there wasnt just one vacuum line to run from the actuator to the turbo, there was 3 ( i think, maybe 2) and a t-piece so you could still use the hi-lo solenoid and the standard actuator has vacuum ports. He had somehow messed up the lines and whatever it was doing it was overboosting like mad, so it may be worth checking you have the boost controller correctly plumbed in to the single vacuum line that runs between the turbo and actuator.
