As about, what head work and perts are needed for a high revving 4E, lets say 9K rpm

To maintain 9000 safely (as safely as possible) you need at least valve springs. Apart from that you need longer duration cams that can flow enough at those rpms so you still producing power at higher rpm. Then you can consider oversize valves,port and polish,chamber work ,shimless buckets and the list goes on..
Keep in mind that if you want to rev that high often all the head should be in top condition and everything mesured again and again..all clearences of all the moving parts,valve guides in TOP shape and dimension.
Apart from the head part..to support those revs you need at least 80psi of oil delivery (more or less you need 10psi every 1000rpm)..a very tight bottom end and a lot light weight parts. (as more as posible) (less weight = more safe).
What is the exact setup you want to follow? I may be able to help further if i have some info of what you have in mind.
True is that you dont get a head from a friend..do some tricks ..then put it on an old bottom and start revving it that high.
