1st and 2nd gear boost problem

Just bought a Glanza that was in KMH and managed full boost(3 lights) in all gears. Now its been changed to MPH with the little gearbox cable connector and the dash odometer has been converted to miles it will only do 2 lights in first and second gears!
Its fine in 3rd 4th and 5th.
Anyone else had this?

Thats not right because mine never did before this work was done.
It boosted fine in every gear.
Its quite a lot slower now.

Yes, that must mean that it senses from the back of the speedo somehow as its an electric signal which goes to the solinoid.
Wierd how it never cut the power in first and second gear in Japan reading KMH.
