bit of help please

hi there just a few question am putting a relocation filter on n struggling to get it on the turbo wi the oil filter in the way itz 38mm to 51mm 90%bend pipe???? am also putting a aftermarket actutor on wot do you do wi the spare pipe that comes off the standard 1 is it wot controls the standard boost gauge in car???? also which way do u turn it to turn the boost dwn screw it in or out?????

twist the arm out as far as it will go but still having tension on the wastegate in order for the wastegate to be closed, in turn ,the shorter the arm, the more tension on the wastegate and therefore you'll run higher boost
