Some people say chatter is bad, some people dont, i can say its 50/50 you get a bit of wear on the turbo without. Ultimatly dump valves were made to stop pressure going back thrtough the turbo, soo i can only say your better off with the DV if you can.

P.S i couldnt work out if you were saying if the DV was off or on still. if its on and your getting chatter your DV might not be on properly or may just need tightening. If not then totally dissregard this message :D as your turbo is just having a chatter.

Yea sounds about right happened to me as well is the bov adjustable? If so just adjust it till it dumps again. As for the chatter its its and on going debate wether it causes damage or not.

Yeah if it's blitz piping then the bov is still mounted on the hot side which can increase the chances of the bov not gettin rid of all the back pressure before it reaches the compressor wheel causing chatter best thing to do is blank it off and get a pipe welded to your coldside pipe to fit the bov.

Chatter could be 2 things, dump valve not big enough or compressor surge. Either chatter is not good. Compressor surge causes the turbo blades to overspin and increase wear on the rotating assembly. If your turbo is not balanced that would cause the fins to wobble and break. This is within reason of course. If your boosting at 6psi, I don't think your producing enough surge to drastically affect the turbo.
