cams lower compression

It wont lower the compression ratio of the engine, but when you do a compression test the reading will be lower than before, because of the overlap of the cams at the low turn over revs.
 
ah i get you. but can i build my engine with slightly higher compression as when the engine is running the compression will be slightly lower if you get me?

As the engine speed increases the valve overlap period decreases, it's there to prevent scavenging leaving exhaust gas in the cylinder to mix with the fresh charge, therefore reducing power.
I wouldn't build it with higher compression because it's not really possible to measure the decrease the cams will give. It will depend on the management system, fuel used and of course who's maps it to how high you can go safely.
