Can you tell me what these valves are.....

As title I'm thinking they are something to do with the air conditioning.but my car has had the ac removed so if so would it be ok to just unplug them and block the vacuum lines up that come off the intake manifold?

So what do these valves actually do does anybody know?do they raise the idle speed when the ac is switched on
