Cat has 2 sensors. My decat only has one hole for sensor

Just wondering if the sensor closest to the floor on the cat is needed or not? I presume it is but my decat only has one hole for a sensor and that is at the top nearest the turbo.

Can anyone shed some light on this as I am baffled (excuse the pun)

Bottom sensor is cat temp sensor it can be left out.
