checking valve clearance's

my head is off guys, how do i check valve clearances?

the guide i have says what position to put the engine in (tdc) but doesnt say where the cam lobe has to be,

i personly thought it was straight up, but that is the way to have them when removing the shims,

which way round does the lobe have to be?
