I think the only factor is the server your downloading from or peers,its how fast their internet connection is results in how fast you download.

I understand where your coming from in regards to people seeding more during after 6pm,usally movies etc

Try downloading off another site like Microsoft for example to see what actual download speeds you are getting.
Also run a speedtest on speedtest.net and see what speeds you are getting down the line.
Are you using a ethernet connection or wireless connection?
Also if you login to your Virgin Modem via 192.168.100.1, click on tools and then click on reset defaults.
You could also try downloading in Safe Mode with networking to see if its an issue with your OS. Restart your computer and tap the F8 key then choose Safe Mode with networking.
With Virgin Media 20MB you should really be getting ALOT higher download speeds.
