Have a read of that mate, There is NO Legal requirement regarding exhaust noise level - Taken from Direct.gov.uk Website.

Not sure wether an aftermarket system is illegal or not though.

Mine failed MOT on exhaust noise...had to baffle it up.

check this out boys.. they do one that goes in between the flanges so you can have it like 80% closed and drops the noise big time
