External Wastegate Plumbing

If it's definitely fitted with a yellow spring then I would say either the actuator is sticking, the diaphragm is leaking or there's a boost leak between the turbo compressor outlet and wastegate pressure port.

Did you tuck the edge of the diaphragm in before tightening the top bolts down?

The only way to know if the wastegate is operating properly is to remove it from the car and apply regulated air pressure to it. You need to check if it opens fully and how much air pressure it takes to open it fully. A mountain bike shock pump with a gauge should be accurate enough, however an air compressor with an adjustable regulator would be ideal.

my mates garage i do the work at has air compressor with a gauge on so i might check that before i go buyin another wastegate.,

one question is i could be leakin with the wider pipe i used, fits perfect from wastegate end but loose on the turbo.

but then when i tryed a smaller pipe , the smallest one i could find it was tight on both end i hit fuel cut way to quick !? why would that be happenin?

TBH what you've done there rules out the likelihood of there being a pressure leak in that hose. I'm more inclined to think you have a problem with the wastegate. You need to remove it from the car and test it on the bench to identify how much pressure is required to initially crack the valve open, and also how much pressure is required to open the valve to it's full extent.

Once you've pressurised the wastegate and it's fully open, pinch off the hose you've connected to the pressure port and see if the valve starts to close. It should remain open, if it starts to close then the diaphragm is possibly leaking.
