Found rust on drivers sill, repair advice?

saw some rust a few months ago so decided to have a closer look today.

picked away at it as there seemed to be more so heres what i found -

so looking for a step by step to sort it out.

off the top of my head-
-rough sand to remove rust
-treat metal with rust treatment(karust?)
-smooth sand for primer
-clean/tac before primer
-3 light layers of primer
-smooth sand primer for paint
-clean/tac primer
-3 light layers paint
-smooth sand paint for lacquer
-clean/tac paint
-3 light layers of lacquer

and letting all coats dry before next coat of course(hairdryer to speed things up)

am i missing anything? if so, please add to it!

i would use a grinder to remove all rust. weld the hole and then grind flat. treat with kurust. filler it and rub back to get it all straight looking, then primer and paint

I had more typed out but lost it all for first post.

forgot to add in rewritten one that it appears to be only surface rust as its not crumbling away with a few bangs.

the hole is from the sideskirt clip, so is deceiving as really bad rust.

what type of filler should i be using?

If the area is not seen and cover with the plastic trim . I would sand the rust off and use underbody sealer. It goes on really tick and wont rust either. Its like a paint.
