I just finish rebuilding my engine last week took it down to a local garage to get ignition timing set and its sitting at 30 degrees out so took it home and took timing cover and rocker cover off . the cams bottom crank pully and top marks on the head are all lining up what could be the problem???

You need to link out E1 and TE1 in the diagnostic plug, the TPS needs to be seen to be closed as well. If you put the link in the plug and turn the ignition to IG2 the check engine light will flash quickly, or show a fault code if one is stored. This will tell you if the TPS is being seen as closed.
