Depends what your after really. The vf23 will flow 330hp easily with little like and Is a very reliable turbo, does not have the oil seal issues that some vf22's can suffer from.

VF22
This turbo has the highest output potential of all of the IHI VF series turbos and is the best choice for those who are looking for loads of top end power. The top end power however, does not come without a cost. The VF22 spools significantly slower than the rest of the IHI models due to the larger P20 exhaust housing and is much less suited for daily driving than some of the other models. Although the largest VF series turbo, the VF22 is not quite optimal for stroked engines or those who wish to run more than 20PSI of boost.

VF23
This turbo is considered a great all-around turbo. Like the VF22 it utilizes the largest P20 exhaust housing. This housing is mated with a smaller compressor housing of the of the VF24. This turbo is considered optimal in applications with range from mild to slightly wild. It does not have the same top end power of the VF22, but spools up significantly quicker.

this is a direct cut and paste from a subaru forum. so the power range will be totaly different on a 4e.
I have a vf28 on my subaru and it needs to reach 3000 rpm to get high boost. I guess this would be very laggy on a 4e

that said, vf23 should be an interesting drag turbo

vf24 is the smallest, even that needs 4500 for full boost but top end is worth it.

vf22 is huge, no real boost before 5k

vf23,28,29 all similar size, smaller than vf22 so maybe worth a go

interesting one in the range is the vf35, ive never even seen one for sale, large compressor side but exhaust side even smaller than a vf24 so good spool up, could be perfect for a starlet .

People say there's better options out there than td04 but no definitive answer...

Nothing from what I've read on here spools as fast as the td04 that can give 270bhp...

Is there anything? Even if it doesn't to 300bhp would be interesting...

Also is there a massive difference between 270-300? At 270 it doesn't exactly seem short of power- I imagine if I had more I wouldn't be able to put it down anyway- it's hard enough as it is :)

I've got a VF29 for the 4E (stock) it's jus' like the VF28 roller bearing, but has a slightly different compressor wheel design and is capable of flowing 300hp from 1.3 barish boos'

It will get full boost by 4400 so not far off from TD04 spool time, but with a much more stronger mid-range and top end. I'm gonna run about 12 - 13psi try 250hp on stock engine.

it will get, or you hope it will get? how do you know when it will spool?

i seem to get 1.4 bar at 3750 -3800 td04... what gear do u test it in?

I have not got the setup runnin' yet, still gotta get a few bits together, but the VF29 will come on song a little later (4400ish rpm) then a TD04. I test boost in 5th on the highway or 4th uphill!

yeh 5th i tested it on...

i find it hard gripping at moment (need coilovers and antilift kit) so cant imagine wanting more power lol.

thats a long wait though to be honest... and when it actually comes on boost u might just have spin?

(sorry if my comments are ignorant i profess to know very little except my own experiences)

Coilover's and anti-lift will help you to put the powerdown better! I'm on a hybrid ct9 forcing 19psi and i would clearly say that it is harder to get grip then my mate's 1.2 bar TD04 Glanza. The later it spool's, the better the traction will be (unless drag racing) on the street cause you would have biult up momentum with speed, you will have more load and downforce helping the rubber get traction, well that's what i have experienced, atleast with stock suspension + 14" wheels + yoko a048 advan semi slicks. When the box come's out it's time for a uprate clutch, diff and shorter final drive.
