Block it.
Normally these 2 lines would go to the steering rack.

But if your putting it in a Mini, that ownt be nessecary

What would they do on a std car? Would it be detrimental if you didn't connect them?

they raise the idle speed when you turn the steering when idling. to stop it stalling from the strain off the power steering pump

You can disconect them with no worries

It wont stall the car, will have a slight dip in revs, that is all
