You can use a timing light to measure the rpm based off the spark plug firing.

You can set it "by ear" by adjusting yhe throttle cable

Okay noted.Another issue I am facing is oil sensor keeps coming on and off.when I rev the oil light turns off and when you it is on idle it turns on.i have tried to change oil sensor and the oil filter.but still it does the same.what can I do to solve this issue?

That sounds like a pump issue,
Is this a conversion

I would stick a guage on it to see what oil pressure you actually have.
If the engine is worn, that may be your issue

I changed the oil pump and put a new one but it the oil light keeps coming on
