aftermarket/forged rods use thicker caps/ends and larger rod bolts to make them stronger. This extra size needs to be compensated for by taking a ''notch'' out of the block where the aftermarket bits would touch/foul
Like you say though, depending on engine/manfacturer the rods may be made to fit so notching isnt required.
you can do it diy if ur gentle wit a burr and finish it with a smooth file so no edges are pressent
