You need new seals on the rocker cover. You need to remove the rocker cover and change the brown seals around where you have a leak. Those seals become hard after some years and dont seal anymore.Make sure oil is leaking from upside toward the spark plug and not from the bottom toward the rocker cover top cause this is a different case and has a different and more complicate fix.

iv checked all plugs and iv found sighns of oil in 1st 2 and water in the 3rd and 4th so id say head gasket, and the seals on the rocker cover seem fine, would the gasket cause the oil to come out?

It can be two probs if you getting oil on the spark plug tube. First oil is coming from the top and drain toward the spark plug. For this case you need to change the seals located at the inner side of the rocker cover.
Second oil appears only around the spark plug and nothing drains from the top of the spark plug tube. In this rare case you need to remove the rocker cover ,remove the spark plug tube and reseal it with special liquid seal.

From where you blow air/smoke? around the spark plug area?

You mean at electrode side(inside combustion chamber) two of them are oily and two of them with water?Or at the spark plug lead side?
