If it has or had NCT then it must be on southern Irish number plates.

If it hadnt then it still may be UK reg. It is common to see UK reg'd cars owned by Southern Irish.

the car has no NCT because it is still on English plates

in order for him to obtain an NCT he must register the car on Irish plates..
