I believe they are vacuum hoses.

These go into a pressure switch on the rack.

I guess so otherwise it would'nt be there :)

they are for a basic idle up control to bring the engine revs up when the steering rack is at full travel. as the pump is under more load this puts the engine under more load and the switch bleeds air into the intake to bring the idle up to compensate. it is there to help stop the engine stalling.

you dont need them as such, but i wouldnt remove them unless you have a specific need too.
