quad lamp conversion problem, help plz!

hi everyone, im havin a major problem, i just done a quad lamp conversion and it seems one of my bulbs isnt getting enough power to fully light it up. its the n/s dipped beam light. im not sure how to fix it i have a volts gauge its reading 14.4 , any one with any info plz help me as i cant drive it out of town at nite, luckily my sidelights work so i can drive it around town,

still problem occurs

yeah i followed this tutorial but its still not fully lighted. i was at it today for ages rewired the whole lot but its still not working right, any one near perth, scotland who knows what to do i will come to you if you could help me.
