Rusty manifold??

I bought a zizco td04 mani/dp about a year ago and it has already got pretty bad rust all around the centre part of the manifold? is this common as a tuner i was speaking to recently warned me that it should not be that rusty after a year?

If its open to the day to day elements then of course it will go rusty, as long as the rust doesnt appear on the inside.
Must be a mild steel manifold to boot. The tuner must have thought it was stainless....
