silly question no doubt

In the below pic, on the three black rails one is used for dump valve, one looks small and locked off and the other has a hose, under idle no air seems to pass either way?

should this attach to something, i see a nipple near my hybrid turbo but it never wouldve reaced before???

There for ya hi/low boost on the car, you canpretty much rip it all out if you want..
There is a guide somewhere for it...

but i still have hi lo active? well i thnk so, its always worked before hybrid?

its just some random vac pipe in the middle
