t3/t4 ballbearing hybrid

I want your honest opinion. My friend is doing a conversion and he is going to run a t3/t4 hybrid with 60 ar on a 4efte, and he will be lowering his compression with a 1.8 mm gasket. standard internal,with only fuel pressure regulator. He is telling me that he gonna run 0.9 bar of boost and when he upgrades injector and fuel pump he gonna run 1.3 bar on crappy fuel. My question is what do you think of this setup?

I told him my 1 bar starlet will eat his up.

Dangerous is what comes to my mind. Running that without some form of management, even an E-manage as they are pretty cheap to pick up. Not to mention it will be seriously laggy running a 1.8mm headgasket, but I suppose he's only doing that for lowering the compression.
