Tension and timing the cam shafts

ok i know the pulley on the exhaust cam shaft can only go on one way and that the hole marked 4e lines up with a small mark in the head.

However, how do i know what orientation the inlet cam is to the exhaust? There are several marks on the cog but i dont know which to use!

Also I didnt fit the service bolt in the inlet cam shaft so one part of it has slipped round and there is no tension on the spring. Is there a technique to get it tight again? I have read the guid and all it tells me if that you need to put a bolt in it ... doesnt help me.

i think what hes after is -

once you line up the inlet dot you gota use the dot when the exaust cam for cyl 1 is pointing towards the front of the car buddy.
and as for the cam bolt hold inside cog carefully you dont wana ruin it and turn the outside cog with a pair of long nose pliers or 2 pairs of vice grips..
but i must stress the careful part again
