I think you can make 1 transfer per week without losing points, but you lose more points if you make additional transfers in the same week.

what about masherano who has left the league?

Can't see it matter if he's left or what, you lose points for doing a transfer regardless who it is. Wildcard you can do as many changes as you want without losing points. I changed half my squad and didn't use it, whoops.
