The ARC is the better of the 2 although expect to pay £300 for one second hand whereas an rx7 cooler can be had for £50
Expect heat soak with the top mount when the car is stationary but once it's up to speed again the power comes back after a while.
At the moment i'm running 12 psi through an rx7 cooler and it's always cold to the touch after a long spin, so it should handle another 2.5 psi (1 bar) easy.
A sard ic pipe is a good upgrade along with some heat refelective tape to keep the heat from the mani at bay.
I have no experience with front mounts but i doubt you'll see that much of a difference in lag between the tmic and fmic, but for £50 it's worthy of an experiment.
