How do you know that it's cold? did you touch the actual engine or the hot radiator pipe? Sound like you have either faulty temp sensor or a sticky thermostat.

Most likely thermostat easy enough fix give it a bash there about 15 quid iirc

Like Chris said, mostly a faulty sensor or plugs are connected wrong.

Sounds like ur temp sensor wire is earthing out !
Dose it totally fill the gauge ?
