Turbo build is giving me hell !!!! lol

hi guys just done a TD04 wepr turbo build and its being difficuilt can you help ?

I have got to the point where i am conecting the actuator to the flange arm and someone tells me if the arm dont move then the turbo wont work, i built the turbo up off the car then fitted it now im putting the actuator arm its really stiff to move is it suppose to be loose if the arm is not connected to it ?. if so do i take off the down pipe and adjust it.

The actuator arm is meant to be stiff yes,but off the car you should be able to pull it out a bit from the actuator housing.
You can always see if it'll boost,if it won't move then the wastegate won't open so no boost,then you'll know its the actuator
