unstable boost help

hey guy i got the dyno with my car just to see how much hp its giving but i found that the car its boosting unstable it start with 9 psi boost and at the end it finish with 6 psi its not escaping air and i got no boost controller what can it be>??

what turbo? ct9 could be a bad actuator or a crack in the wastegate that is common on these turbos.
