Wastegate arm lose ???

hi all

ive done a bit of searching but i cant really find the answer to my problem.

I am in the middle of changing my actuator for a adjustable one , and i noticed that when i took the standard one off , the wastegate arm that the actuator attaches too can be moved quite easily from open to close . I can kinda flick it each way kinda thing !!!

is this normal? i always thought they should be a bit stiff and quite hard to move ??

The wastegate and arm should move freely, it's the tension from the actuator spring that holds it shut.
