windscreen wipers

i have custom wipers from a subaru which are slightly larger/wider than stock so they sweep more of the screen (which is a very good thing!) :) ..but what intrigues me more is the wind deflector attached to the driver-side wiper (if i may call it that). would someone please take a look at this and tell me what its' direct function is. here's another shot..

Its there to help keep the wiper pressed against the screen while its operating at higher speeds like on motorway etc. Alot of cars it doesnt make that much difference but i noticed when i swapped mine for a regular wiper on my mondeo, it wouldnt clear the screen properly at 70mph on motorway.

de-icing

i found out these may be solely for de-icing the windscreen in winter countries. can anyone confirm this..?
