wont boost past 8psi

hi ive just tried preparing my starlet for a mot and the car does not seem to be boosting properly its standard bar a hks actuator which was set for 11.5 psi weve checked all boost pipes taken the lot off checked for any where it could be leaking still no change the only change is when the actuator doesnt have the pipe of in which allows the turbo to spool up to 13 and then we have fuel cut so im thinking actuator is goosed but im open to any more experienced advice as im new to starlets

no is remove the vacuum pipe, then it will boost to whatever the turbo/car can do. The actuator would just be holding the wastegate flap shut.

Have you tried raising the boost a few turnos and see if it makes a difference?
