i think the tuner might have had reason for going slightly richer, are you still running a top mount, the tuner might have been considering the effects of heat soak etc

im using 13.7 best power aspirated crusing and 11.5-11.7 power boost
i text 10.1 in dyno=10-15 hp loss
10.5-11.0 =5-10loss

I agree with mi16chris.

A lambda 0.9 (AFR of 13.23) is best for power and 1.1 (afr of 16.17) is best for fuel economy. A lambda of 1 (14.7 afr) is only best as compromise for emissions
