Car Smoking HELP

My car smokes when you let up of boost and when you come to stop but clears,
No smoke on start up just after its been boosted,i have blocked pcv valve up and it still smokes but if i leave pvc unblocked & unconnected i have no smoke car's idle is up and down what could be the problem had the decat of turbo and it looks dry no oil seals are fine
