Ct9 actuator hoses?

Hi lads was running an external wastegate td04 kit and had to fit the ct9 with cat for nct in a few weeks and can't figure out which way to put the hoses?

There's two hoses I have the top one going to the turbo feed and bottom just vented but the cars not running right at all seems very laggy as in no boost till 5000 rpm and at that seems like it not boosting ?

Any help appreciated?
