Do i need FCD if Im using AFC NEO???

only if you are boosting more than 0.85bar . from glancing at the manual the neo tend to use the throttle position for alot of its calculations which is pointless on these cars unless you're running a automatic.

Running an FCD and an AFC is contradicting.

Both "cheat" the stock MAP signal. FCD clamps is near boost cut and so the engine is "underfueled" above that.
AFC can change the signal at various points, but if you need to add fuel then it will tell the ecu that the MAP signal is higher than actually is.
Not to mention that all those "wrong" MAP signals affect ignition timming also.

What you can do is get a set of bigger injectors, so that with stock injection pulses they will overfuel the engine under boost, then with the AFC decrease fueling on the rpm of boost. This will trick the ecu that the MAP signal is lower and so it will let you also increase the boost. Then at the lower rpm ranges, try to adjust with the AFC, or maybe the close loop control could adjust itself.
