You can run 1 bar of boost without needing to lower the compression ratio... I run 1 bar on a td04 with stock c/r, and a td04 @ 1 bar is pumping more air than a ct9 @ 1 bar. "More boost = more power" is too simplistic. The bigger the volume of air, the more power you will make so long as your fuelling keeps up. Pressure (boost) is not the same as volume.
Lowering the c/r while keeping all other things equal will result in less power, not more.
And by the sounds of it your turbo is not stock; 'bigger fins' = hybrid imo
