Manual Boost controller not working

Guys ,
My manual boost controller stopped working all of a sudden .

Here is how the case goes
The car was previously street tuned on 1.3 bars of boost . The tuner suggested that i should go with a bigger FMIC . After that i switch over to a bigger FMIC and had the piping redone . The boost i am seeing now at the gauge is just 0.7 bars , and the MBC is not working at all . I tried upping the boost but it stayed the same , while trying to bring it down resulted in the same 0.7 bar boost . I am using an Ebay MBC and an External wastegate along with a td04 turbo

Can any one help me out here ? Is this related to boost leak some where ? .

mine was stopping at 14.. probably what happens is the leak is so small that the air above .7 is escaping only.. or something like that.
