passenger seat back bit lose

Hi there is this a common problem with the passenger seat back bit wobbling about can I sort this problem out all bolts seem to be tight thanks for any help

Ah you see Toyota's research and development team integrated this feature into the seats to absorb the mighty g force's that can be experienced from the surge of the CT9 lol. Must jus' be past it's use by date, had a few co pilots mention this too.
