right this is a bit hard to explain but ill give it a go

Right when i start my car a noise comes into the car as if the fan was going its the same noise as that but here where it gets complicated
ive changed the fan belt its not that.
And the noise came into the car at first as a result of the bolt the holds the alternator at the top but ive replaced that bolt and even got a new alterator as the old one was wanked and the noise went but came back and ive checked all the bolts they seem to be fine. but when the levels on the battery reaches 13.5 (i have a rsm so i can read the battery levels) or above the noise stops and if i turn on my lights and use power from the battery the noise comes back into it.it seems to only ever come into the car when i use the battery but not for the life of me can i find the problem
and im currently in negeoitns to sell the car so i have to find out what the problem is
