Powerless Turbo

I own an EP82
I had my engine rebuilt after it started smokin and found out that the block was damaged and the turbo seals for the exhaust side were gone. I got the smoke problem fixed but the car does not hav the go like it used to. The turbo does not kick in as quick plus wen it does, the turbo meter only manages to go uptill 3quarter. I have also noticed oil remains on the turbo
and filled about 400ml of oil after driving 1000ks.
Can someone suggest a cause for the power reduction n solutions.

I can't reply for the reduction in power, however regarding the oil remains...usually the access oil is returned via the breather...so basically it goes through the turbocharger and out of the exhaust side! At least that's what I've been told!
