problem on offset

hey, just a bit confused on offset. i recently found a set of wheels they are 16X6 but offset is 45.
may sound like a silly question but i just wanted to know if the look of the wheels change from 38 to 45.
as in 38 will have a slight concave look and 45 a slight convex?

It's the distance from the centre of the wheel to the face of where the wheel mounts to the hub
