quick question ( Boost and BOV related )

Hi guys, while I was trying to find out why it takes too long for my car to reach 0.6 par ( around 5000 RPM ), I suspected the actuator and to be sure I removed the actuator vacuum to prevent it from opening the wastegate then I drove it and it was boosting fine I guess ; reaching 0.6 par quickly but it doesn't boost more than that on first or second.
When I was just about to try on third gear I noticed that something is wrong pulled over and found out that the BOV nipple snapped so I left the BOV in place and blocked the vacuum line.
When I drove off I noticed that on any gear it hits 0.5 par and then it start to decrease.
This is fine isn't it? I guess it's because the amount of boost forces the BOV to open and let it escape right?
I just want to make sure I got it right.
Also regarding the boost issue, It's a bad actuator right?
Everything is stock except for an intake and FMIC BTW
